About the Governance of Capital Budgeting and Infrastructure dataset

Welcome to the OECD dataset on the Governance of Capital Budgeting and Infrastructure which contains the results of the 2018 OECD Survey of Capital Budgeting and Infrastructure Governance. The database provides users with a unique resource on the governance of capital budgeting and infrastructure in OECD countries. More specifically, it provides data on capital budgeting, PPPs, as well as on a set of governance dimensions, including strategic planning; sustainable infrastructure management; affordability and value for money.

This database is made available free of charge. However, data is protected by copyright and we kindly request that you cite the OECD as the source when using this data (OECD Survey of Capital Budgeting and Infrastructure Governance, 2018). About this questionnaire

The content of the database was collected using an online questionnaire and a glossary was also provided. This is the second round of data collection on capital budgeting and governance of infrastructure. The first survey on capital budgeting practices was conducted as part of the Capital Budgeting and Procurement Practices Survey in 2012. The first survey of the Governance of Infrastructure was issued in 2016. The 2018 OECD survey was conducted by the Budgeting and Public Expenditures Division of the OECD Directorate for Public Governance and the database maps out how countries have organised the governance of capital budgeting and infrastructure, inlcuding the institutional roles, procedures, assessment tools and related issues.

The selection contains only those questions published in the OECD reports Government at a Glance 2019 and in Budgeting and Public Expenditures in OECD Countries 2019.***

The 2018 database comprises 27 OECD member countries1 and the data refers mostly to central/federal governments and exclude the subnational level. The content of the database draws heavily upon self-reporting from governments representing the country’s own assessment of current practices and procedures. Respondents were predominantly senior budget officials in the central/federal ministry of finance, as well as in other relevant line ministries. The OECD country responses were originally collected between January 2018 and July 2018 and results were presented at the 12th annual Annual Network Meeting of Senior Infrastructure and PPP Officials on 16 April 2019. The OECD has conducted extensive quality control of the responses in order to ensure consistency and reliability. Based on in-depth dialogue with member countries, a number of responses have been changed and are now available on line.
