About the Dataset on Conflict of Interest Management Systems in the Executive Branch and Whistleblower Protection.

Welcome to the OECD Dataset on Conflict of Interest Management Systems in the Executive Branch and Whistleblower Protection. This dataset contains the results of the 2014 OECD survey on Managing Conflict of Interest in the Executive Branch and Whistleblower Protection. The dataset provides information on OECD countries’ system on managing conflict of interest in line with the OECD Guidelines for Managing Conflict of Interest in the Public Service adopted by the OECD Council in 2003. The data was circulated to the Working Party of Senior Public Integrity Officials (SPIO).

The survey is divided in nine parts analysing the following issues:

  • Identify relevant conflict of interest situations
  • Procedures for identifying, managing and resolving conflict fo interest situations
  • Demonstrate leadership commitment
  • Create a partnership with employees: awareness, anticipation and prevention
  • Enforce the conflict of interest policy
  • Initiate a newpartnership with the business and non-profit sectors
  • Pre and Post-public employment
  • Advisory/Expert groups
  • Whistleblower Protection

About its questionnaire

The content of the database was collected using an online questionnaire. The Public Sector Integrity Division of the OECD Directorate for Public Governance and Territorial Development conducted this survey in 2014. The survey was submitted to country delegates responsible for integrity policies in central/federal government.
