About the Dataset on the Indicators of Regulatory Policy and Governance (iREG)

Welcome to the OECD Dataset on the Indicators of Regulatory Policy and Governance (iREG). It presents up-to-date evidence of regulatory policy and governance practices of the OECD Member countries, the European Union as well as the five EU Member States that are not OECD Member countries. It focuses on practices as described in the 2012 Recommendation of the Council on Regulatory Policy and Governance (Recommendation), the first international instrument to address regulatory policy as a whole-of-government activity. The data covers in detail three principles of the 2012 Recommendation: stakeholder engagement, regulatory impact assessment (RIA) and ex post evaluation. For each of these areas, the indicators present information in four categories:

  1. Systematic adoption records formal requirements and how often these requirements are conducted in practice;
  2. Methodology gathers information on the methods used in each area, e.g. the type of impacts assessed or how frequently different forms of consultation are used;
  3. Oversight and quality control records the role of oversight bodies and publically available evaluations; and
  4. Transparency records information that relates to the principles of open government, e.g. whether government decisions are made publically available.

The information held in the database is made available free of charge. About its questionnaire

The content of the database was collected through the 2014, 2017 and 2021 Regulatory Indicators surveys. The Regulatory Policy division of the OECD Directorate for Public Governance conducted these surveys in the second semester of 2014, 2017 and 2020 respectively. Responses were provided by delegates to the OECD Regulatory Policy Committee (RPC) and central government officials. The data covers practices on the national level that apply to all policy areas. The data for stakeholder engagement and RIA focus on the processes of developing regulations (both primary and subordinate) that are carried out by the executive branch of the national government, the data for ex post evaluation covers all national regulations regardless of whether they were initiated by parliament or the executive. The survey questionnaire has been developed in close co-operation with RPC delegates and members of the OECD Steering Group on Measuring Regulatory Performance. Survey answers underwent a verification process carried out by the OECD Secretariat in co-operation with delegates to the RPC in order to enhance data quality and ensure comparability of answers across countries and over time.
