About the dataset on Digital Government

Welcome to the OECD Dataset on Digital Government.

The OECD work on digital government aims to increase the knowledge and understanding of digital tools data and in the public sector to support governments in designing and implementing digital government policies. This dataset contains data collected through the OECD Survey on Digital Government 1.0 from 29 OECD member countries and one OECD key partner.

The OECD dataset on digital government was used to calculate the Digital Government Index 2019.

This dataset is available free of charge. However, as it is protected by copyright, we ask you to cite the OECD as the source (OECD dataset on digital government).

About this questionnaire

The OECD developed the 2019 OECD Digital Government Index (DGI) to monitor and support the implementation of the 2014 OECD Recommendation of the Council on Digital Government Strategies. The DGI assesses governments’ adoption of strategic approaches in the use of data and digital technologies. Measuring the “digital maturity” of governments can help public authorities develop sound digital government strategies and initiatives. The assessment is based on six dimensions of a fully digital government derived from the Recommendation and which constitute the OECD Digital Government Policy Framework (DGPF):

  • Government as a Platform
  • Data-Driven Public Sector
  • Open by Default
  • User-Driven
  • Proactiveness

The Open and Innovative Government Division within the OECD Directorate for Public Governance conducted the Survey on Digital Government 1.0 between June and August 2018. Data was collected using an online survey questionnaire.

The Survey is composed of 94 questions. In some cases, a number of questions include sub-questions. Questions related to open government data were obtained from the Survey on Open Government Data 4.0. Survey respondents comprised high-level digital government officials. The OECD Secretariat has conducted an extensive data validation process to ensure accuracy and quality of the data. The data only cover policies and practices at the central/federal government level, and excludes those at state/regional and local government levels.
