About the dataset on the Implementation of the OECD Recommendation on Public Procurement

Welcome to the OECD dataset on public procurement at central government level which contains the results of the 2018 OECD Survey on the Implementation of the 2015 OECD Recommendations on Public Procurement.

The survey was designed in the context of the OECD agenda on public procurement encompassing four key priority areas:

  • Taking stock of the implementation of the 2015 OECD Recommendation on Public Procurement,
  • Data and benchmarks through key performance indicators,
  • Policy dialogue and good practice identification, particularly in the use of public procurement to pursue broader outcomes and other policy objectives, the so-called strategic public procurement
  • Country reviews.

The dataset, containing the answers to a selection of questions, provides information on the use of public procurement to achieve broader policy objectives, the use of e-procurement systems, central purchasing bodies and procurement of infrastructure projects. Its data supports an evidence-based approach for public procurement reforms in OECD members, key partners and observer countries.

This database is made available free of charge. About this questionnaire

The content of the database was collected using an online questionnaire.

The 2018 dataset provides information on the following topics:

  • Strategic public procurement
  • Digital transformation of public procurement
  • Public procurement capacity and performance
  • Managing risks in public procurement

The 2018 database comprises 31 OECD member countries and one OECD accession country (Costa Rica).

The selection contains only those questions published in the OECD reports Government at a Glance 2019 and Government at a Glance 2021, Chapter 8***

The Public Procurement Unit of the Public Sector Integrity Division of the OECD Directorate for Public Governance conducted this survey in 2018. The survey was submitted to the Working Party of Leading Practitioners on Public Procurement and responses were provided by country delegates responsible for procurement policies at the central government level and senior officials in central purchasing bodies. Since the beginning of 2020, the OECD public procurement work is part of the portfolio of the Infrastructure and Public Procurement Division in the Public Governance Directorate. At the end of 2020 a specific short dedicated survey was conducted as well, aiming at updating some of the information related to professionalisation of public procurement function.
