About the dataset on Budget Practices and Procedures for Southeast Asia

Welcome to the OECD dataset on Budget Practices and Procedures Data for Southeast Asia.

This dataset contains the results of the 2018 OECD Budget Practices and Procedures Survey for Asian Countries. The database provides budget practitioners, academics and civil society with a unique and comprehensive source to compare and contrast national budgeting and financial management practices from across 10 countries in Southeast Asia. Survey questions refer to the entire budget cycle: preparation, approval and execution.

The dataset provides information on the following matters:

  • Part I. Structure and Responsibilities of CBA
  • Part II. Fiscal Rules
  • Part III. Medium-term expenditure framework
  • Part IV: Budget Transparency
  • Part V. Public-private partnerships
  • Part VI. Parliamentary Budget Offices

The information held in the database is made available free of charge. However, the data are protected by copyright and we request that you be sure to cite the OECD as the source (2018 OECD Budget Practices and Procedures Survey for Asian Countries). Furthermore, to help us track the impact, we would appreciate receiving electronic copies of any papers that cite the database, to be sent to Bonifacio Agapin (Publications Coordinator).

About this questionnaire

The content of the database was collected using a questionnaire and a glossary was also provided. The Budgeting and Public Expenditures Division of the OECD first conducted an online survey of budget practices and procedures for Asian Countries in 2015 and updated the survey responses across Southeast Asian Countries using excel questionnaires in 2018. Respondents were predominantly senior budget officials in the 10 SEA countries, who all answered.

A data validation workshop was held on 9 May 2018 in Manila, the Philippines. Based on this workshop and further in-depth dialogues with Southeast Asian Countries, a number of responses have been changed and are now available online.

The findings of the Survey provided the evidence base for the OECD report: Government at a Glance Southeast Asia 2019.
