About the Dataset on the Digital Government Performance for SEA countries

Welcome to the OECD Dataset on Digital Government Performance. This dataset contains the results of the 2017-2018 OECD survey on Digital Government Performance in 10 ASEAN Member States (Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, the Philippines, Singapore, Thailand and Viet Nam) that responded to the survey. The Survey is divided in eleven parts:

  1. ICT Strategies;
  2. Digital rights and obligations;
  3. Governance;
  4. ICT Project management;
  5. ICT business cases-methods for measuring the value proposition;
  6. Financial benefits for the central government;
  7. Financial benefits outside of the public sector;
  8. HR Strategy to Develop ICT-skills in government;
  9. ICT procurement;
  10. Online service delivery and transaction costs;
  11. Using national online portals.

The OECD Survey on Digital Government Performance aims to collect data and monitor progress on governments’ performance on the digitisation of the public sector. The mapping of practices across countries will help establish a knowledge base on digital government policy, strategies and initiatives and support the overall development of digital government indicators. The information held in the database is made available free of charge. However, the data are protected by copyright and we request that you be sure to cite the OECD as the source (OECD Dataset on Digital Government Performance).

About its questionnaire

The content of the database was collected using an online questionnaire. The Reform of the Public Sector division of the OECD Public Governance Directorate conducted the survey on Digital Government Performance between 2017 and 2018. Survey respondents were predominantly chief information officers in the 10 ASEAN countries. Responses represent countries’ own assessments of current practices and procedures regarding digital government performance.
