About the datastet on Open Government and Open Government Data Survey for Southeast Asia

Welcome to the OECD dataset on Open Government and Open Government Data for Southeast Asia.

This dataset contains the results of the 2018 OECD Survey on Open Government and Open Government Data conducted in Southeast Asia. The survey collects internationally comparable data on the design and implementation of open government and open data reforms in Southeast Asian countries.

Countries are designing and implementing public sector reforms inspired by the open government principles of transparency, integrity, accountability and stakeholder participation. Openness has been highlighted as a critical aspect to building trust in government and promoting inclusive growth. Yet, evidence on the development, co-ordination, implementation and impact of open government policies and initiatives remained insufficient.

The two-tier survey was answered by eight Southeast Asian countries.

The survey was divided in two parts, one on open government and one on open data. Not all countries answered all parts of the survey.

The dataset of the first part of the survey (Open Government) provides information and data on open government policies and practices implemented by the central government, as well as data about policies and practices aimed at involving citizens (including civil society organisations, non-governmental organisations and representatives of the private sector). The data of the second part of the survey on open government data were used to calculate the 2017 Open Useful and Reusable Data (OURdata) Index for Southeast Asian countries. The 2017 OURdata Index measures governments’efforts to enhance the availability, accessibility and reuse of open government data. It stands as a policy tool to support the development, implementation and impact of sound open data policies.

About its questionnaire

The content of the database was collected using an online questionnaire and a glossary of key terms. The OECD Reforming the Public Sector Division conducted this survey in 2018 and received data by eight countries in total. The first part of the survey on Open Government was sent to the main institution responsible for open government in the country and answered mainly by senior civil servants. The second part of the survey on Open Government Data was sent to the main institutions responsible for open government data, which in large part were high-level government officials, and in many cases the national Chief Information Officer.

The findings of the Survey provided the evidence base for the OECD report: Government at a Glance Southeast Asia 2019.
