Welcome to the OECD dataset on the Governance of Infrastructure (Phase 2) which contains the results of the 2022 OECD Survey on the Governance of Infrastructure. The database provides users with a unique resource on the governance of infrastructure in OECD countries. More specifically, it provides data on a set of governance dimensions, including stakeholder participation, regulatory framework and permitting procedures, management of threats to integrity, and environmentally sustainable and climate-resilient infrastructure.

The content of the database was collected using an online questionnaire and a glossary was also provided. The 2022 OECD Survey on the Governance of Infrastructure was conducted by the Infrastructure and Public Procurement Division of the OECD Directorate for Public Governance. It covers the entire infrastructure life cycle mapping out governments’ decision making processes, tools and norms of interaction in the areas of stakeholder participation, regulation and permitting, integrity, evidence-informed decision making, sustainability and climate-resilience of infrastructure projects. The 2022 Survey covers four of the ten pillars set out in the OECD Recommendation on the Governance of Infrastructure adopted by the OECD Executive Council in 2020. Additionally, it covers the cross-cutting theme of environmentally sustainable and climate-resilient infrastructure. The first three pillars of the OECD Recommendation (strategic planning; fiscal sustainability, affordability and value for money; and public procurement) were covered in the 2020 OECD Survey on the Governance of Infrastructure (Phase 1). The goal of the 2022 Survey was to gather data and provide an improved understanding of current practices and procedures in infrastructure governance in OECD countries. The data collected allows for international comparative analysis, benchmarking of best practices, and monitoring of change in infrastructure governance practices over time in the following dimensions:
Part I: Ensure transparent, systematic and effective stakeholder participation
Part II: Promote a coherent, predictable, and efficient regulatory framework
Part III: Implement a whole of government approach to manage threats to integrity
Part IV: Promote evidence-informed decision making
Part V: Deliver environmentally sustainable and climate-resilient infrastructure
This database presents data for parts I, II, III and V of the survey. It comprises 34 OECD countries1. The content of the database draws heavily upon self-reporting from governments representing the country’s own assessment of current practices and procedures. Respondents are predominantly senior officials in the central/federal ministries of infrastructure, public works and finance, as well as in infrastructure agencies and other line ministries. The data refers mostly to central/federal governments and excludes the subnational level.
The 2022 Survey was conducted in May-October 2022. Various steps were included in the process to ensure the highest standards in data quality and accuracy. Before the survey was launched, the questionnaire and the glossary of key terms were discussed with relevant divisions/directorates of the OECD and circulated among the delegates of the OECD Network of Senior Infrastructure and PPP Officials (SIP) for comments. A data validation process was used to check for internal and external consistency in the survey responses, comparing the answers to those provided in related surveys, and verifying that supporting evidence was systematically provided before validating responses. The data from the 2022 Survey were used to build the Phase 2 of the OECD Infrastructure Governance Indicators (IGIs). A composite indicator was developed for each of the five parts of the survey. The IGIs are intended to support and monitor the implementation of the OECD Recommendation on the Governance of Infrastructure. They help countries assess their current stage of development and identify the dimensions of infrastructure governance that may require more attention. Phase 1 of the IGIs was implemented in 2021 using the data from the 2020 OECD Survey on the Governance of Infrastructure. The implementation of Phase 3 of the IGIs is planned for September-December 2023, covering the remaining three pillars of the OECD Recommendation.
